한미 정부가 다가오는 4월 중순 한미연합군사연습을 예정하고 있는 가운데, 4월 5일 356개 한국·미국·국제 시민사회단체들은 <한미연합군사연습 중단, 한반도 군사적 긴장 완화를 촉구하는 공동성명>을 발표하고 기자회견을 개최하여 “한국과 미국 정부가 한미연합군사연습을 중단하고 한반도 평화를 여는 길에 적극 나설 것”을 촉구하였습니다.

이번 공동성명은 6.15 공동선언실천 남측위원회, 시민평화포럼, 여성평화운동네트워크, 한반도 종전 평화 캠페인 등 한국 단체들과 미국 평화재향군인회 코리아 피스 캠페인(Korea Peace Campaign of Veterans for Peace), 코리아 피스 네트워크(Korea Peace Network), 코리아 피스 나우(Korea Peace Now Grassroots Network), 위민크로스디엠지(Women Cross DMZ), 한반도 평화를 위한 해외동포연대(Peace Treaty Now), 6.15공동선언실천 해외측위원회 등 미국·국제 단체들이 함께 제안한 것으로, 356개 국내외 단체(한국 182개, 미국 98개, 국제 76개)가 연명에 동참하였습니다. 공동성명은 한국, 미국 정부에 전달될 예정입니다.

한미연합군사연습 중단하여 대화와 외교를 다시 열어내야

한국과 미국, 세계 곳곳에서 평화 운동을 펼치는 우리들은 한국과 미국 정부가 한미연합군사연습을 중단하고 한반도 평화를 여는 길에 적극 나설 것을 촉구합니다. 우리는 최근 한반도에서 군사적 긴장이 높아지는 것에 대해 깊은 우려를 갖습니다. 남, 북, 미 모두 군사 행동이 아니라 진정성 있는 대화와 협력을 위한 행동에 나설 것을 촉구합니다.

70년 넘게 이어져 온 분단과 적대, 정전 체제로 한반도에는 무력 대결이 심화되어 왔습니다. 전면전을 가정한 한미연합군사연습(연합군사훈련)은 미국의 대규모 무력을 한반도에 증원하는 내용으로 발전해왔고, 최근에는 유사시 북에 대한 선제 공격과 지도부 제거 작전을 포함하는 작전계획을 연습하는 것으로 알려졌습니다. 이런 연습에 핵무장이 가능한 B-2, B-52 전폭기나 핵추진 항공모함, 핵추진 잠수함이 전개되기도 하였습니다. 한미 당국은 늘 해오던 방어적 성격의 훈련이라고 하지만, 그 규모와 성격으로 인해 한미연합군사연습은 한반도에 군사적, 정치적 긴장을 촉발해왔습니다.

남북 또는 북미 간 정부와 민간 차원에서 이뤄진 화해 협력을 위한 노력은 무력 시위가 또다른 무력 시위를 불러오는 악순환으로 인해 신뢰 구축으로 이어지지 못했습니다. 2018년 남북 정상회담, 최초의 북미 정상회담이 이뤄졌으나 2019년 하노이 노딜 이후 중단되었던 한미연합군사연습이 재개되었고 미국의 추가 대북 제재가 이어져 왔습니다. 북은 미국의 적대 정책과 군사적 위협을 이유로 미사일 시험 발사를 재개하여, 핵 실험과 ICBM 시험 발사를 유예하겠다던 북의 선언도 4년만에 폐기된 상황입니다. 새로운 관계 수립을 비롯한 정상들의 합의를 이행하는 진전된 조치 없이 군사적 대결을 부추기는 길로 다시 퇴보한다면 그 후과는 매우 심각할 것입니다.

우리는 전쟁연습이나 군사적 대결이 아니라 평화를 위한 대화가 열리기를 바랍니다. 바이든 정부는 북미 갈등의 근본 원인인 아직 끝나지 않은 한국전쟁을 해결하는 데 적극 나서야 합니다. 고립, 압박, 제재를 통해 북의 비핵화를 강제하겠다는 것은 실패한 정책입니다. 미국은 평화를 위해 노력해야 할 책임이 있으며, 책임 있는 국가는 군사 행동이 아니라 외교를 통해 문제를 해결한다는 것을 지금 보여주어야 합니다. 우리는 15만 평양 시민들 앞에서 전쟁 공포와 무력 충돌의 위험을 없애겠다고 밝힌 문재인 대통령의 연설을 기억합니다. 한국 정부는 오는 4월 중순 예정된 한미연합군사연습을 중단하는 결단을 통해 4.27 판문점 선언이 추구했던 한반도 평화 프로세스를 재개할 동력을 만들어야 합니다.

한미연합군사연습의 중단은 남북, 북미 간의 진정한 대화와 외교를 다시 열어낼 중요한 조치가 될 것입니다. 이를 통해 우리가 직면한 코로나-19 감염병과 기후 위기에 대응하고 핵무기 없는 세상, 전쟁 없는 평화로운 세계를 실현하는 데 함께 할 수 있을 것입니다. 지금이야말로 군사적 대결과 압박이 아닌, 화해와 협력, 평화를 위해 방향을 전환해야 할 때입니다. 한미 정부의 결단을 촉구합니다.
